Implementation Opinions of the National Development and Reform Commission and Other Departments on Further Enhancing the Service Guarantee Capability of Electric Vehicle Charging Infrastructure

By the end of the 14th Five Year Plan, China's electric vehicle charging guarantee capability will be further improved, forming a moderately advanced, balanced, intelligent and efficient charging infrastructure system that can meet the charging needs of over 20 million electric vehicles.
To each province, autonomous region, municipality directly under the central government, Xinjiang Production and Construction Corps Development and Reform Commission, Energy Bureau, Department of Industry and Information Technology (commission, bureau), Department of Finance (bureau), Department in charge of natural resources, Department of Housing and Urban Rural Development (commission, management commission, bureau), Department of Transportation (bureau, commission), Department of Agriculture and Rural Affairs (bureau, commission), Emergency Department (bureau), Market Supervision Bureau (bureau, commission), Fire Rescue Corps, various dispatched agencies of the National Energy Administration, State Grid Corporation of China, and China Southern Power Grid Co., Ltd.:
During the 13th Five Year Plan period, China's charging infrastructure has achieved leapfrog development, with rapid improvement in charging technology, gradual completion of the standard system, steady formation of the industrial ecology, and the construction of the world's largest number, largest radiation area, and most comprehensive service vehicle charging infrastructure system. However, behind the rapid development, there are still prominent problems such as difficulty in building residential community piles, uneven development of public charging facilities, need to improve user charging experience, and need to improve industry quality and safety supervision system. It is urgent to accelerate the innovation of relevant technologies, models, and mechanisms to further enhance the ability to guarantee charging services.
In order to fully implement the Notice of the General Office of the State Council on Issuing the Development Plan for the New Energy Vehicle Industry (2021-2035) (Guobanfa [2020] No. 39), support the development of the new energy vehicle industry, break through the bottleneck of charging infrastructure development, promote the construction of a new power system, and help achieve the "dual carbon" goal, the following implementation opinions are formulated.
By the end of the 14th Five Year Plan, China's electric vehicle charging guarantee capability will be further improved, forming a moderately advanced, balanced, intelligent and efficient charging infrastructure system that can meet the charging needs of over 20 million electric vehicles.
1、 Accelerate the construction and installation of charging facilities in residential communities
(1) Improve the mechanism for promoting the construction of charging facilities in residential communities.Development and reform, as well as energy departments in various regions, should strengthen coordination and cooperation with housing and urban-rural construction departments to jointly promote the construction and renovation of charging facilities in residential communities. Residential community management units should actively cooperate with users to install charging facilities and provide necessary assistance. The owners' committee should clarify the specific process for the construction of charging facilities within the property service area based on its own actual situation.
(2) Promote the construction of charging facilities in existing residential communities.The development and reform, energy, housing, and urban-rural construction departments in various regions should formulate action plans for the construction and renovation of charging facilities in existing residential communities, clarify action goals, key tasks, and promotion timelines, and promote them according to local conditions, in conjunction with the renovation of old urban communities and the construction of urban residential communities to fill gaps. For residential communities with installation conditions, a certain proportion of public charging parking spaces should be built, and a time-sharing sharing mechanism for charging parking spaces should be established to create conditions for users to charge.
(3) Strictly implement the requirements for the construction of new residential communities.Newly built residential communities should ensure that 100% of fixed parking spaces are equipped with charging facilities or reserved installation conditions. When reserving installation conditions, power supply facilities such as pipelines and cable trays need to be constructed in parking spaces to meet the direct installation and power supply needs. Relevant departments in various regions should supervise the planning approval and completion acceptance of new residential projects in accordance with the law.
(4) Innovate the business model of residential community charging services.Encourage charging operation enterprises or residential community management units to accept the entrustment of owners, carry out the "unified construction and operation" of residential community charging facilities, provide paid services such as charging facility construction, operation and maintenance, and improve the safety management level of charging facilities and the proportion of green electricity consumption. Encourage new models such as "shared parking spaces near each other" and "one pile for multiple vehicles".
2、 Enhance the charging and swapping guarantee capability in urban and rural areas
(5) Establish a sound planning mechanism.Local development and reform departments, as well as energy departments, should actively work together with industrial and information technology, natural resources, housing and urban-rural development, transportation and other departments to scientifically formulate provincial charging infrastructure "14th Five Year Plan" special plans, and guide cities to formulate layout plans based on districts and counties as the basic units. Priority should be given to utilizing existing land resources such as parking lots, and public charging stations constructed through the supply of new land should strengthen their demonstration. The content related to layout, land use, and use control should be well integrated with relevant planning.
(6) Optimize the layout of urban public charging network construction.Further optimize the layout of the public charging network in the central urban area, increase the construction of public charging facilities in the peripheral urban areas, arrange battery swapping stations according to local conditions, and enhance the guarantee capacity of public charging services. Fully consider the charging needs of specialized vehicles such as buses, taxis, and logistics, and construct dedicated charging stations in conjunction with parking lots and stations. Encourage charging operators to gradually increase the proportion of fast charging stations through new construction, renovation, expansion, migration, and other means.
(7) Strengthen the layout of charging networks in county towns and townships.In accordance with the requirements of comprehensively promoting rural revitalization, combined with the promotion of urbanization construction with county towns as an important carrier, we will accelerate the filling of the shortcomings in the construction of charging infrastructure in county towns and townships, and achieve full coverage of electric vehicle charging stations in every county and charging piles in every township. Prioritize the installation of public charging facilities in enterprises, institutions, commercial buildings, transportation hubs, public parking lots, and other places.
(8) Accelerate the effective coverage of fast charging networks on highways.Accelerate the development of phased coverage plans for fast charging networks on highways in various provinces. Clarify the construction standards and specifications for fast charging stations on highways, include fast charging stations in the scope of supporting infrastructure in highway service areas, strengthen the management of project initiation and acceptance for fast charging stations on highways, and ensure the guarantee of construction land and supporting power supply. Strive to achieve a coverage rate of no less than 80% for fast charging stations in highway service areas of national ecological civilization pilot zones and key areas for air pollution prevention and control by 2025, and no less than 60% in other areas.
(9) Improve the charging guarantee within units and parks.Government agencies, enterprises, institutions, industrial parks and other internal parking lots should accelerate the construction of corresponding proportion of charging facilities or reserve construction and installation conditions to meet the charging needs of official vehicles and employees' private cars. Encourage the opening of charging stations within units and parks to the public, further enhancing the capacity of public charging supply.
3、 Strengthen the research and application of new technologies such as car network interaction
(10) Promote innovation and pilot demonstration of vehicle network interaction technology.Support power grid enterprises to collaborate with automotive companies and other upstream and downstream industries to create a new energy vehicle and smart energy integration innovation platform, carry out cross industry joint innovation and technology research and development, accelerate the construction of vehicle network interaction testing and standardization system. Actively promote pilot demonstrations, explore the implementation path of new energy vehicles participating in the electricity spot market, and study and improve the trading and scheduling mechanism for new energy vehicle consumption and storage of green electricity. Explore the pilot application of integrated "light storage charging and discharging" for internal charging facilities in units and parks.
(11) Encourage the promotion of intelligent and orderly charging.Development and reform in various regions, as well as energy departments, should guide residents to participate in intelligent and orderly charging, accelerate the construction of intelligent and orderly charging demonstration communities, and gradually increase the proportion of intelligent and orderly charging pile construction. Price regulatory departments in various regions should ensure the implementation of peak and off peak electricity pricing policies for charging facilities. Encourage the inclusion of intelligent and orderly charging into the functional scope of charging stations and new energy vehicle products, and accelerate the formation of industry unified standards.
(12) Strengthen innovation and standard support for charging and swapping technology.Accelerate the formulation and promotion of high-power charging standards, strengthen cross industry collaboration, and promote collaborative upgrading among all parties in the industry. Promote the research and development of new technologies such as wireless charging and automatic unmanned charging. Promote the formation of unified battery swapping standards in major application areas, and enhance the safety, reliability, and economy of battery swapping modes. Improve the data exchange standards between new energy vehicle batteries and charging facilities.
(13) Accelerate the promotion and application of battery swapping mode.Support the construction and layout of dedicated battery swapping stations around mining sites, ports, urban transportation, and other scenarios, accelerate the exploration and promotion of vehicle electric separation models, and promote the electrification transformation of heavy trucks and internal container trucks in ports. Explore shared battery swapping models in areas such as rental and logistics transportation, and optimize and enhance shared battery swapping services.
4、 Strengthen the operation and maintenance of charging facilities and network services
(14) Strengthen the operation and maintenance of charging equipment and the maintenance of charging order.Charging operation enterprises need to improve the operation and maintenance system of charging equipment, and enhance equipment availability and fault handling capabilities through intelligent and digital means. Encourage parking lots and charging operation enterprises to innovate technology and management measures, guide the separate parking of fuel vehicles and new energy vehicles, and maintain good charging order.
(15) Improve the experience of public charging network services.Accelerate the interconnection of charging operation enterprise platforms, achieve information sharing and cross platform, multi-channel payment settlement, and improve charging convenience and user experience. Encourage innovation in integrated parking and charging models, achieve interconnectivity of parking and charging data information, and implement measures that benefit the people, such as parking discounts for charging vehicles.
5、 Carry out supporting power grid construction and power supply services
(16) Strengthen the construction and guarantee of supporting power grids.Power grid enterprises should ensure the connection between power grid planning and charging facility planning, increase investment in supporting power grid construction, and reasonably reserve high-voltage and high-power charging guarantee capabilities. Natural resources, housing, and urban-rural development departments in various regions should guarantee the construction land and corridor space for charging facilities supporting the power grid, and increase the coordination and promotion of engineering construction.
(17) Strengthen supporting power supply services and supervision.Power grid enterprises should comprehensively improve the level of "obtaining electricity" services, optimize online electricity guarantee services, implement the "three zeros" and "three provinces" service measures, provide contract based services and implement time limited completion for charging operation enterprises and individual business processing. The dispatched agencies of the National Energy Administration should strengthen the supervision of the implementation of power supply and pricing policies, cooperate with local government market supervision departments to regulate the transfer of power supply behavior, and do a good job in supporting power supply service guarantee.
6、 Strengthen quality and safety supervision
(18) Establish a sound industry regulatory system.Promote the establishment of a certification system for charging equipment product quality for operators. Establish an exit mechanism for "zombie enterprises" and "zombie piles", support the merger and reorganization of advantageous enterprises, and promote their growth and strength. Strictly implement the safety responsibilities of all parties in accordance with the requirements of "three management and three musts". Strengthen the product quality and safety responsibilities of automobile, battery, and charging facility production enterprises, and strictly control the construction and installation quality and safety of construction, design, construction, and supervision units. The construction and installation of charging facilities at gas stations and refueling stations should be arranged within the auxiliary service area. Owners of charging facilities, residential community management units, after-sales maintenance units, etc. should strengthen the safety management of charging facilities, timely discover and eliminate safety hazards. Energy, housing, urban-rural development, and fire departments in various regions shall strengthen the supervision and management of fire safety in supporting power supply, planning and construction, and centralized charging sites in accordance with their responsibilities. Establish and improve safety management mechanisms at all levels, strengthen the supervision of charging facility operation safety, and enhance community electricity safety management. Establish a mechanism for investigating, handling, and tracing fire accidents, and encourage the promotion and application of relevant safety liability insurance.
(19) Accelerate the establishment of a three-level regulatory platform system at the national, provincial, and municipal levels.Expand the coverage of regulatory platforms in urban areas, gradually establish a national, provincial, and municipal three-level charging facility regulatory platform system that is vertically connected and horizontally coordinated, improve functions such as data services, safety supervision, and operational analysis, and promote the exchange and sharing of cross platform safety warning information. Accelerate the data integration between the charging facility supervision platform and the new energy vehicle monitoring platform, and explore the construction of an integrated vehicle pile supervision system. The government regulatory platform should maintain a fair stance and regularly release the operation status of charging infrastructure in the province to the society.
7、 Intensify fiscal and financial support
(20) Optimize fiscal support policies.Provide financial support for the construction of charging stations as public facilities. Encourage local governments to establish operational subsidy standards linked to service quality, and further tilt towards high-quality stations. Encourage local governments to strengthen subsidies for demonstration facilities such as high-power charging and vehicle network interaction, and promote industry transformation and upgrading.
(21) Improve financial service capabilities.Innovatively utilizing financial instruments such as special bonds and funds, with a focus on supporting charging facilities and supporting power grid construction and renovation projects. Encourage various financial institutions to provide financial support for the construction of charging facilities through multiple channels. Encourage insurance institutions to develop insurance products suitable for charging facilities.
Please all relevant units strictly implement the division of responsibilities in accordance with the above requirements, and improve the relevant management mechanisms based on the actual situation in the local area. This implementation opinion shall come into effect from the date of issuance and shall be valid for 5 years.
